Standing Order No. 167 · Commissioner of Police, Brihanmumbai · 05.04.2022
Passport verification in Mumbai: the documents police can ask for — including maintenance receipts
The Mumbai Police Commissioner’s Standing Order No. 167 of 5 April 2022 lists the documents an applicant may produce during police verification for a passport, including proof of address.
Key points
- It lists the documents for identity, spouse’s name, citizenship, address and period of residence (at least the last year).
- A society’s maintenance receipts are accepted as proof of address for owners and for tenants.
- An applicant living with a relative or friend needs an undertaking from the householder, with the householder’s proof of address.
- Self-attested copies must be given along with the originals; forged documents invite strict action.
What the order lists
- Identity (any one or more): previous passport, birth certificate, driving licence, first page of an active bank passbook, Aadhaar, voter ID, PAN, ration card, Government service ID, board or university certificates and marksheets, school records, school-leaving certificate, a parent’s passport showing the applicant’s name, income-tax assessment order, or a gazette notification of change of name.
- Spouse’s name: marriage certificate, divorce decree, previous passport or gazette notification.
- Citizenship: documents depending on the date of birth (before 1 July 1987; between 1 July 1987 and 3 December 2004; after that), or documents of citizenship by descent, registration or naturalisation.
- Address: for an applicant living in their own home — telephone, electricity, gas or water bill, property tax or maintenance receipt, or registered sale deed; for a tenant or allottee — telephone, electricity or gas bill, maintenance receipts, registered rent agreement, rent receipts or allotment letter; for someone living with a relative or friend — the householder’s undertaking, stating the bona fides, period of stay and relationship, with proof of the householder’s address.
- Period of residence: any of the above showing at least one year at the address.
What it means for societies
Members and tenants are often asked for proof of address. A society’s maintenance receipt in the member’s name is one of the accepted documents, so societies should issue proper receipts in the occupant’s name for every payment.
